This commissioned commemorative pattern (for the BPOE, Benevolent & Protective Order of Elks) was made for the 1912 convention in Portland. Only found in a 6″ bell, the elk in the center of the clock is looking to the right (so you only see one eye). It has been speculated to have been a sample that was not put into production.
